Everyone in the Coast Guard who is responsible for communicating is responsible for making that information accessible to people with disabilities. Members of the Coast Guard community and the general public alike who have disabilities must be able to enjoy the benefits of all information and communication technology (ICT), like computers, websites, electronic documents, apps, and software in a comparable manner to that experienced by peers without disabilities, under federally mandated standards known as Section 508.
As of fiscal year 2022, 3.5% percent of the Coast Guard civilian workforce reported having targeted disabilities, which may include developmental disabilities, traumatic brain injuries, hearing impairment, vision impairment, a significant mobility impairment, some form of paralysis, seizure disorders, intellectual disabilities, a significant psychiatric disorder, dwarfism, or significant disfigurement. Some of your coworkers may have disabilities while showing no outward sign of their condition. By creating accessible documents, ensuring that Internet and intranet sites meet accessibility standards, and procuring conforming products, the Coast Guard can reduce barriers to ICT. It can also help provide equal opportunities to all employees, encourage the development of technologies to help reach full conformity, and reduce spending on remediation later on. In addition, accessible products are generally easier to use and can benefit people without disabilities as well.
One particular focus for Section 508 efforts is Microsoft Teams, the cornerstone of online collaboration in the Coast Guard. It is crucial for us to ensure that all users, particularly those with targeted disabilities, can fully engage with the features of this well-known software package. Some easy steps that can be taken to create an inclusive environment in Teams are:
- Use live captions to ensure those with a hearing impairment can understand what is happening during a meeting. Luckily, Teams generates captions automatically;
- Record meetings so that users can watch meetings again at their own pace, ensuring that everyone properly understands all the material;
- Provide information on how to access meetings. It is essential to provide alternative ways to access all meetings, and make them easy to find. Plan ahead to make live events accessible;
- Introduce each speaker before proceeding with presentations to allow the audience to follow who is speaking at any given time; and
